Welcome, Troy Halsell!

Last week red-badge Rotarian Troy Hallsell gave his three-minute talk and traded that red badge for a blue one.

Dr. Hallsell has had a varied career, having been in the Army and in the reserves before pursuing his master's at George Mason University and completing his Ph.D. in history at the University of Memphis.

He is now Wing Historian at Malmstrom Air Force Base. It's his job to chronicle the year in a way that makes a record of all the equipment used and missions run, with the goal of creating institutional memory over time.

Troy enjoys his work and enjoys Great Falls. He'll be a great addition to the club. Welcome, Troy!

Next Week at Rotary

This week at noon Rotary Dan Holland of Montana Fish, Wildlife & Parks will give you an update on that important agency. The following week we'll hear from Dr. Jennings about the Boy Scouts of America at noon, and Todd Neighbor will be on hand for evening Rotary on Thursday, April 11. Join us at either time at the country club!

Last Week at Rotary

Last week at noon, Rotarians were treated to a presentation by Nicki Phillips, government relations officer for Benefis Health Systems, on the Medicaid expansion bills currently before the Montana legislature.

The Republican bill is carried by Rep. Ed Buttrey of Great Falls, whose 2015 bill called "the HELP Act" first expanded Medicaid in Montana. Since its enactment, the HELP Act has brought affordable healthcare coverage to over 90,000 Montanans, but it was written to sunset on June 30 of this year. Buttrey's current bill is nine pages and length and provides 19 amendments to the HELP Act, largely exempting certain categories of Montanans from its coverage and requiring individuals to attest to their assets before receiving coverage.

The Democrats' bill is carried by Rep. Mary Caferro. It expands coverage in modest changes to the existing HELP Act and adds a tax to support the expansion.

At the time of Nicki's presentation, both bills had been heard in an all-day session, but no action had been taken. Tuesday evening, Caferro's bill had been tabled, and Buttrey's bill, heavily amended to include more Montanans in its coverage, passed out of committee, 11-8. Yesterday morning the House passed it, 61-39, and sent it to the Appropriations Committee, where it passed, 26-6. It's off to the Senate now for yet another hearing, committee vote and floor vote.

Because Great Falls Development Authority and Embark Credit Union were hosting their annual salute to business women, "The Fire Within" ceremony on the same evening as evening Rotary, at the last minute evening Rotarians were encouraged to attend the salute instead. Event hostess Jolene Schalper called to thank us for our support. Rotarians attending the event included new Rotarians Heather Palermo, Barb Mullens, and Leon Green III, as well as Brett Doney, GFDA Executive Director, and Keith Duncan, whose wife Katy won the Inspire Award in 2016 for her success with Happy Tails Lodge.

Milestones

Lew Card celebrates the beginning of a new year of life on Wednesday, April 3. Since there will be no bulletin next week, let's also recognize the birthdays of Kurt Baltrusch and Troy Hallsell on Saturday, April 6, Cari Yturri on Tuesday, April 9, and Tony DiLello on Friday, April 12. Congratulations to you all and best wishes for a pleasant and productive new year.

The lucky number this week for bulletin bucks is #84. If that's the number on the back of your Rotary badge, contact Todd Neighbor for your $25 gift card. Thanks for reading the weekly bulletin!

From the Editor

There will be no bulletin next week.

Last week I leaned too heavily on the club's indulgence to read a letter I had written to my grandson as a happy moment. I hadn't realized that it was inappropriate until I received some feedback later in the week. I appreciate the feedback and do apologize.
